As yet, no birth or baptism information has been uncovered for William Quigly. This is not unusual given the conditions in Ireland and Scotland his parents might have experienced around the time he was born.

Be It Remembered, THAT on this twenty sixth day of August in the year of our Lord one thousand eight hundred and forty five before me, the Prothonotary of the Court of Common Pleas for the County of Philadelphia, personally appeared William Quigley who being duly sworn according to law, upon his solemn oath did declare, depose and say, that he is a Native of Scotland now residing in the County of Philadelphia, aged forty two years, or thereabouts, and that it is bona fide his intention to become a Citizen of the United States, and to renounce forever all allegiance and fidelity to any Prince, Potentate, State or Sovereignty whatever, and particularly to the Queen of the United Kingdom of Great Britain and Ireland of whom he is now a subject

Note: Another document dated 1 October 1847 in the name of William Quigley, birthplace Scotland, is listed in the Court District of Pennsylvania.
The 1850 US Federal Census for Steubenville City, Jefferson County, Ohio, recorded a weaver called William Quigley aged 48 years and born in Scotland. With him lived his wife Mary, and three daughters, Catherine, Mary and Ellen.
In 1860 the US Federal Census recorded William Quigley and family. They were listed among the free inhabitants of Ridley Township in the County of Delaware, Pennsylvania. 'Wm Quigley', his wife Mary and their two daughters, Mary and Ellen, were recorded living in Leiperville Post Office District. William was aged 57 years and had been born in Scotland. He was a weaver.
William Quigly died at the recorded age of 67 years in Philadelphia on 16 April 1869. His birthplace was noted as Ireland in the death certificate paperwork. His status at death was 'married'. He was buried in Cathedral Cemetery Philadelphia in a new grave. Note: Since William Quigly in his naturalisation oath gave his place of birth as Scotland, and it is repeated in census information, that is more likely to be true than information given after his death by others.

William married Mary McLUSKIE, daughter of Mr McLUSKIE and Unknown, on 25 July 1828 in St Mirin's RC Chapel, Paisley, Renfrewshire, Scotland. (Mary McLUSKIE was born in 1805 in Ireland,3 died on 26 January 1878 and was buried on 28 January 1878 in Cathedral Cemetery, Philadelphia, Pennsylvania, USA.)
