The 1880 US census recorded Francis, aged 5 years, living with his family at Oak Point, Columbia County, Oregon. He had been born in Oregon.

There are two records in the 1900 US Census for John Quigley and his son Francis or Frank, born in March 1875, one in Oregon Columbia Clatskanie District 0003 where John Quigley is recorded as a logger, and Francis Quigley as a day labourer in logging work. This is a family entry as Frank's mother and brother, Edwin, are also listed. The other record is in Washington Thurston Bucoda District 0226, which appears to be a workplace, since there are number of boarders who are labourers in the logging camp, and some cooks, a blacksmith etc, and "John Quigly" is recorded as a Boarding House keeper and his son "Frank Quigly" as a "Laborer in loging camp". Their biographical details are the same except that in the fist John's birth is December 1846, and in the second, November 1846.

The obituary of his father John in 1926 refers to three sons surviving him, none of which was Francis. ³

Francis married Nettie SCUDDING on 7 November 1907 in Multnomah County, Oregon, USA.^{1 2} (Nettie SCUDDING was born about 1880.)
