Walter was recorded by the 1880 US Census living with his family at Oak Point, Columbia County, Oregon. He had been born in Oregon and was aged 7 years. In the U.S. Federal Census - 1880 Schedules of Defective, Dependent, and Delinquent Classes, there is an entry for a child of this name under the heading "idiots", an idiot being defined in the schedule as "a person the development of whose mental faculties was arrested in infancy or childhood before coming to maturity". Walter Quigley, resident at home in Oak Point Precinct, Columbia, had been in such a condition from birth and was noted as 7 years old.

The obituary of his father John in 1926 refers to three sons surviving him, none of which was Walter. 1
