Hugh was a child of 8 years of age when recorded by the 1841 census for Dumfriesshire. He was living with his parents, sister and brothers in Bridge Street, Lockerbie. Dumfriesshire was his birthplace.

In 1851 the census recorded a Hugh Quigley, born in Dryfesdale parish, Dumfriesshire, and aged 18 years. He was a farm labourer. He was living in the parish of St Mungo, Dumfriesshire, at Norwood farm. Under the heading of 'Relationship', was entered for him 'household of Hugh Millar'. No marriage status was noted.

Hugh's surname was registered as 'Quigley' at his marriage, and at the birth of his daughter Mary. At the birth of his daughter, Ann, and at that of his son, Robert, it was recorded as 'Tweedly'. ^{2 3 4}

Hugh married Ann PATERSON, daughter of Thomas PATERSON and Unknown, on 2 March 1852 in Dryfesdale, Dumfriesshire, Scotland.¹ (Ann PATERSON was born about 1830.)
