There are two entries for Creenagh, Tullyniskan Parish, County Tyrone, for "Papists", ie Roman Catholics, in this document under the surname Hagan, and one entry under O'Hagan:

The given name Toal, under various spellings, is somewhat uncommon, and therefore given the date and place this record has been linked with this family, but it may be that Toal was grandfather rather than father of Elizabeth, or even in some other relationship capacity.
