The 'testificate' concerns the sworn testimony given in writing by the minister of the parish where the bridegroom resided confirming he was eligible to marry and of good conduct, that is that there no impediments to the marriage. In this case 'yr' means 'there', and the first part of the phrase would concern his youth: 'juvenile-ing'.
