Hugh Tweedley was recorded as aged 4 years by the 1881 census for Govan parish. His birthplace was Glasgow.

The 1891 census for Dumbarton recorded Hugh Quiggley living at 90 Main Street with his parents and two brothers. His age was recorded as 14 years of age and his birthplace was Glasgow. He worked as a message boy for a flesher (butcher).
